Campaign Level

This is what level you join the campaign as. It is currently level 4, which means, you should start a new character at level 4. (You receive XP and can go higher in levels).

If it becomes determined that the campaign has moved into a new phase where new characters would be impossibly left behind, then this baseline level would change and anyone who had not reached the new baseline could choose to bump up.
